22.1.1 to include ANY employee who does not use employer or SLEBC health care plan & are covered by another plan, recieve the stipend given to military members utilizing TRICARE.

Example-  employee utilizes spouse's health care plan & not the SLEBC plan.  Where does the 83% the state contributes go?
